Hub publishes Second Policy Review on Cultural Heritage and Digital Transition

The Policy Team of the European Heritage Hub has published its second Policy Review, based on the findings of the Policy Monitor. This thematic review examines trends on digital policies identified in the Policy Monitor up to July 2024. It follows the first review, which covered the period from October 2023 to February 2024 and provided a snapshot of the diverse policies discovered across 18 countries at the EU, national, and regional levels. 

Launched in early March 2024, the Policy Monitor maps out policies impacting cultural and natural heritage at all levels, aiming to analyse, observe trends, and identify gaps across the policy and regulatory environment.

The second Policy Review highlights key digital policies implemented at EU level that may impact directly or indirectly the work of cultural professionals. It also considers examples of national policies that contribute to improving the digital preservation of cultural heritage as well as providing increased access for audiences.

The Europeana Foundation, steward of the common European data space for cultural heritage  and a Hub partner, led the report.

Of the 510 policy documents uploaded on the Policy Monitor covering 33 countries in the EU and beyond, 78 policies have been grouped under the category ‘Digital Transition’ representing 15% of all legislation collected. 

The Policy Review outlines preliminary observations, trends and findings on digital policies included in the Policy Monitor to this date. In particular, it highlights EU laws and policies, as well as national and regional digitisation strategies that aim to contribute to a ‘Triple transition’ in our sector, dealing with digital, green and social implications in a holistic way. It sheds light on the key principles and ambitions of  broader EU policy frameworks in the digital field, and the opportunities they offer to the cultural heritage sector.

 This report demonstrates the value of raising awareness about policy developments that do not target cultural heritage directly but still have an impact on our sector.
