1. This Act regulates the conditions for the protection of cultural monuments, monumental areas, archaeological finds and archaeological sites in accordance with scientific knowledge and on the basis of international treaties in the field of European and world cultural heritage by which the Slovak Republic is bound.
2. This Act further regulates the organisation and competence of state administration bodies and territorial self-administration bodies, as well as the rights and obligations of owners and other legal entities and natural persons and the imposition of fines for illegal activities in the field of protection of monuments stock, which is an important part of cultural heritage and the preservation of which is in the public interest.
3. The Monuments Fund is a collection of movable property and immovable property declared under this Act as national cultural monuments reserves and monument zones.
4. A cultural monument under this Act is a movable object or an immovable object of monumental value that is declared a cultural monument for reasons of protection. In the case of an archaeological find, a cultural monument may also be an undiscovered movable object or an undiscovered immovable object detected by methods and techniques of archaeological research.
