This report develops a shared understanding of what is happening in the cultural heritage sector to support digital transformation, to consider what terms like ‘digital transformation’ mean in practice for GLAM institutions and to provide a snapshot of digital capacity building initiatives in the sector. It was written by Culture24 and commissioned by the Europeana Foundation, in conjunction with a process that involved 64 participants from 22 countries over three weeks during the month of June 2020.
In preparing this report, Culture24 looked into the differences between the terms digital transformation, digital maturity,
digital literacy, and digital skills offering definitions and distinctions. They researched existing national or regional initiatives (ie those working at scale), within and beyond Europe, that support digital capacity building in the GLAM sector. They carried out eight structured in-depth insight interviews with expert stakeholders to map hot spots of activity by people leading best practice within and beyond the GLAM sector. They also researched relevant reports, articles and best practice in this area
The report is structured into four main sections: terminologies and language; themes and analysis (seven in total); current practice: snapshots of selected digital capacity-building initiatives – what can they teach us?; and framing and recommendations

Woven into all of these sections are the insights from the eight interviews and insights from the sensemaking workshops, along with the relevant findings and insights from the reports, articles and best practice identified during the research.
