Schéma directeur départemental de la culture 2023-2028 – Calvados en Normandie

In the context of evolving regional governance and cultural policies, a new strategic plan has been established to guide cultural development and cooperation over the next several years. This initiative seeks to ensure that culture remains a vibrant part of local communities, despite the challenges posed by larger intercommunal and regional frameworks.

The strategic plan focuses on enhancing the role of the Department as a key partner in cultural cooperation, promoting culture as a central element in local policy-making. By leveraging multi-year agreements, the aim is to foster partnerships and integrate various cultural sectors under a unified direction. This collaborative approach has already shown success, with the first generation of agreements setting the stage for a second phase of enhanced cooperation.

The strategy for 2023-2028 is influenced by currently pressing changes: 1) Territorial Reorganisation: The ongoing intermunicipal reorganisation necessitates a shift from competition to cooperation, with culture playing a supportive role in this process. 2) Digital Revolution: The digital era has profoundly transformed our relationship with art, affecting its accessibility, production, and dissemination. This revolution impacts participation, creation, and transmission, and the cultural policy must address these new needs. 3) Ecological Transition: The push towards ecological sustainability requires adaptation from all sectors. In an age of relentless growth, art and culture encourage reflection and the construction of a shared narrative.

Considering these shifts and the foundations laid by previous strategies, the cultural policy for 2023-2028 focuses on three main areas, each with specific operational objectives: the Department as a partner to local territories, modernisation and updating of cultural practices, and placing citizens at the heart of cultural policies and initiatives. These efforts, developed in collaboration with cultural professionals and networks, aim to adapt to ongoing changes and ensure a thriving cultural landscape.
