The Norte Regional Programme 2021-2027 aims to enhance the economic, social, and territorial development of Northern Portugal through strategic interventions and partnerships. It focuses on key priorities such as fostering competitiveness, promoting sustainability, and ensuring inclusivity. The overarching goal is to transition towards a climate-neutral economy by 2050, aligning with European Union objectives. Key components of the programme include the development of research and innovation capacities, the adoption of advanced technologies, and the strengthening of local partnerships.
Furthermore, the programme focuses on enhancing creative communities and cultural industries in Northern Portugal. It aims to develop “creative-friendly” local systems, promote artistic residencies, and support unique identity valorization through idea competitions.
Key actions include the modernization and dynamization of cultural infrastructures, such as museums, and the promotion of events linked to heritage and the arts. The initiative also seeks to address challenges like fragmented cultural operations and seasonal programming by fostering thematic events and intermunicipal cultural networks.
This Programme is part of a broader constellation of policies developed for regions, part of the programme Portugal 2030. The plan has not been specifically designed with the aim to devolve policies for culture and give more responsibility to the regions, however, it makes relevant references and thus has been included in this library collection for reasons of completeness.
