The law emphasizes transparency and public participation in environmental decision-making. It establishes clear roles and responsibilities among regional and local authorities for implementing these procedures, supported by technical committees for assessments and evaluations. Specific articles outline the scope, methodology, and criteria for conducting evaluations, ensuring alignment with sustainable development goals.

VAS focuses on incorporating environmental considerations into regional planning. VIA assesses the potential impacts of projects, while VINCA ensures the protection of biodiversity in Natura 2000 sites. AIA provides a unified authorization for facilities with significant environmental impacts. Each process includes mechanisms for monitoring, compliance, and sanctions for violations.
The law does not specifically mention “cultural heritage”, however, the Regional Technical Committee (art.10), responsible for the projects’ evaluation, is composed of experts on a variety of subjects, among them also on cultural heritage and landscape.
