Laki kuntien kulttuuritoiminnasta (Law on the cultural activities of the municipalities)

This legislation provides guidance and expectations for the organisation of cultural activities in municipalities, including the promotion of art and cultural education and the allocation of government funding for cultural developments. The legislation emphasises the role of municipalities in generating information and evaluating cultural activities, particularly in collaboration with other stakeholders such as wellness authorities and cultural actors.

The law aims to support creativity and artistic expression, develop local and regional economic vitality, and establish an egalitarian approach to participation in cultural activities. Moreover, the law seeks to enhance the wellbeing and health of citizens through cultural and artistic means and to strengthen the sense of community through the promotion of cultural heritage and art. The legislation replaces the earlier municipal cultural activities law and incorporates provisions that respond to the evolving cultural trends and outlooks in society.

Municipalities ought to assess in their strategy the implementation of the legislation and communicate the central results of the evaluations. The legislation also features information on the criteria for cultural development funding allocation and emphasises that the criteria will be in line with the funding provisions and policies of the central government.

Overall, this legislation aims to foster cultural creativity, participation and the enjoyment of cultural activities, heritage and art for every individual, while supporting the development of vibrant and economically sustainable cities and regions.
