The law grants the Ministry of Education the mandate to oversee the Suomenlinna’s management through the Suomenlinna Governing Body. The Body is responsible for the preservation, administration, maintenance, and restoration of the buildings and areas within the fortress complex.
The law outlines the roles and responsibilities of the Suomenlinna Governing Body led by the Board of Directors. The Board is tasked with making key decisions affecting the operation of the fortress, such as determining user fees, overseeing staff, and providing guidance on best practices related to the preservation of sites within the fortress.
The law also establishes the obligation to collect user fees for services rendered and provides guidance on setting these fees. The Board of Directors must observe the relevant user fee legislation when determining these charges.

The law would take effect from March 1, 1989, and would replace the Suomenlinna Governing Body’s prior decree.
