Decreto-Lei n.º 38/2022, de 30 de maio: Alteração da orgânica de serviços e organismos no âmbito do Plano de Recuperação e Resiliência (Decree-Law no. 38/2022 of 30 May: Changes to the organisational structure of services and bodies under the Recovery and Resilience Plan)

This Decree Law amends the organisational structure of various services and bodies of the State’s direct and indirect administration as part of the implementation of the Recovery and Resilience Plan. The amendments encompass alterations to various decrees related to the organisational structure of government agencies and their responsibilities.

One significant adjustment involves the IAPMEI – Agency for Competitiveness and Innovation, I.P., which is to have expanded responsibilities related to business innovation and decarbonization efforts. This shift reflects a strategic focus on promoting collaborative research and development to enhance economic value through knowledge accumulation mechanisms. Additionally, the IAPMEI will align its programs and initiatives with national public policies to support economic growth and technological development.

It also amends Decree-Law no. 115/2012 (already amended by Decree-Laws no. 205/2012, 102/2015 and 78/2019), which approved the organisational structure of the Directorate General for Cultural Heritage (DGPC). This amendment states that the DGPC is to be headed by a director-general, assisted by three deputy directors-general, senior management positions of the 1st and 2nd grades, respectively. This change relates to the need to develop and monitor technological solutions for accessing the collections, archive and databases for which the DGPC (and now the Património Cultural, I.P.) is responsible and is, thus, an important instrument for the successful execution of the process of digital transition.
