This Decree-Law establishes the Statute for Professionals in the Area of Culture, applying to professionals in the performing arts, audio-visual, visual arts and literary creation, engaged in an authorial, artistic, technical-artistic or cultural mediation activity.
The purpose of the registry is, in addition to the individual identification of professionals in the field of culture, the structuring and statistical identification of the cultural sector, for the subsequent definition of public policies for professional and technical valorisation, support and other public benefits. The Statute’s advantages are: Ensuring a greater contribution from all professionals in the cultural area to the welfare system; extending unemployment protection to all cultural professionals; fighting false green receipts; simplifying the delivery of contributions; and avoiding the systematic entry and exit from the system by these professionals.
As stated in one of the priority areas of the “EU Work Plan for Culture 2023-2026”, “the cultural and creative ecosystem is inconceivable without the people who create cultural content in countless forms: artists and other cultural and creative professionals, institutions and organisations”. Accordingly, this policy contributes to the establishment of fair working conditions and stability for professionals working in the cultural field and consequently helps the development of a more inclusive and resilient field of action.
