The government of Georgia’s Resolution No. 411 is focused on the introduction of a special regime for the regulation of urban development in the cultural heritage protection zones of Mtskheta Municipality. Its purpose is to preserve and protect the special public importance of the world heritage monuments of Mtskheta municipality, to harmonize urban processes with historical-cultural values and to promote development compatible with the historically formed cultural landscape. The resolution emphasizes that, until the approval of the complete urban planning documentation of Mtskheta Municipality in accordance with the law, a special mode of regulation of town planning shall be implemented.
The special regime of regulation contains a list of rules and restrictions, including limitations on the development of territories within the cultural heritage protection zones of Mtskheta municipality, restrictions on new construction and significant changes of building dimensions, and prohibition of land disposal for areas given in Annex No. 1 of the resolution. There is a list of the objects of new construction allowed during the period of the special regime, such as objects of special importance and strategic purpose, buildings and structures that replace engineering communication networks and structures in a state of acute emergency, and buildings and structures focused on improving the degraded urban fabric and environment.
In addition, the resolution also acknowledges the UNESCO Convention on the Protection of the World Cu and requires authorized bodies to also consider the requirements of this convention when planning construction projects. The Government of Georgia’s Resolution No. 411 serves to protect and maintain the rich cultural heritage of the Mtskheta Municipality in Georgia, promoting sustainable development that takes into account the historical and cultural values of the region.
