The law defines the jurisdictions of the National Agency for the Protection of Cultural Heritage and the Ministry of Culture and Monument Protection of Georgia, concerning archaeological and cultural heritage works.

Specifically, the National Agency for the Protection of Cultural Heritage of Georgia is entrusted with the authority to:
-Issue permits for work and archaeological activities on cultural heritage monuments.
-Enter into agreements for the issuance of building permits.
-Receive interim and final reports.
-Supervise the execution of the work.

Similarly, the Ministry of Culture and Monument Protection of Georgia is designated as the state authority for sectoral supervision of the implementation and is authorized to:
-Delegate to the Tbilisi municipality the issuance of permits for work on cultural heritage monuments (excluding religious, fortification, and archaeological activities).
-Enter into agreements for the issuance of building permits in cultural heritage protection zones.
-Receive interim and final reports.
-Oversee the execution of the work.

Additionally, the National Agency for the Protection of Cultural Heritage of Georgia is responsible for ensuring the transfer to the Tbilisi municipality of:
-All relevant permits for work on cultural heritage monuments.
-Agreements for the issuance of building permits.
-The related reports and documents.

Finally, this law repeals the Government of Georgia’s Resolution No. 275 of October 23, 2013, “Concerning Measures for Issuing Permits for Work on Cultural Heritage Monuments.”
