Políticas Culturais Municipais: Análise de Documentos Estruturantes em Torno da Cultura

This book is the result of a series of studies carried out by the Observatory of Science, Communication and Culture Policies of the Centre for Communication and Society Studies at the University of Minho as part of the process of preparing the programme that will succeed the Portugal 2020 programme. In order to think about the future in terms of culture, 12 studies on national and international structuring documents are gathered here.

This analysis is carried out in dialogue with the main documents that make up the alignment and framing of culture and its policies, from the constitutional, legislative and bureaucratic perspectives (especially in the Portuguese Republic and Europe in general, but also considering Brazilian experiences), while also considering the consolidation of culture in the legislative dimension.

The text by Manuel Gama, along with the essays by Dora Alves and Daniela Castilho, emphasises the constitutional dimension of culture. Both focus on the problems of the (cultural) constitution of the Portuguese Republic, as well as the consolidation of culture in the legislative dimension. The study by Pedro Rodrigues Costa looks at the last two national political programmes, scrutinising the presence of culture in the programmes of Portugal’s XXI and XXII Constitutional Governments.

Other studies examine the presence of culture in national political programs, such as the Plano Nacional das Artes, and the financing of cultural and artistic initiatives. Finally, international studies explore the new European cultural agenda, the future mobility of Portuguese-speaking countries, and the relationship between culture and communication, development, and the Agenda 2030.
