Piano territoriale regionale dell’Emilia-Romagna (Regional Territorial Plan)

The Emilia-Romagna Regional Territorial Plan is composed of 4 documents. For the purposes of the Policy Monitor, only the first and second parts are summarised.

The Emilia-Romagna Regional Territorial Plan, titled “An Attractive Region in a Changing World,” aims to position the region as a leader in sustainable and inclusive development. The plan emphasizes balancing economic growth with environmental preservation, innovation, and social cohesion while addressing the challenges of globalization, demographic shifts, and climate change.
Key strategies include promoting technological innovation, renewable energy, and sustainable urban planning. It seeks to modernize the region’s infrastructure, enhance connectivity, and address inequalities through improved access to services and opportunities. The plan also encourages active citizen participation and stronger governance to ensure transparent and effective decision-making.

The “Region-System” Plan focuses on maximizing Emilia-Romagna’s territorial assets and networks. It prioritizes the integration of ecological, social, and economic systems to achieve cohesive and sustainable development. The plan identifies key areas for improvement, including urban-rural balance, ecosystem conservation, and fostering innovation in strategic sectors. Through coordinated actions among institutions, businesses, and citizens, the “Region-System” Plan seeks to strengthen local governance and regional cooperation. It underscores the need for inclusive policies, sustainable practices, and robust partnerships to address future challenges while ensuring balanced growth across Emilia-Romagna.

The “An Attractive Region” Plan highlights cultural heritage as a cornerstone of the region’s identity and a driver of socio-economic growth. It emphasizes the need to invest in culture to preserve the memory and identity of communities, foster social cohesion, and promote creativity. The plan details the region’s wealth of cultural assets, including museums, libraries, historic buildings, and live performance centers, and acknowledges its leading role in Italy for cultural offerings. The focus is placed on securing stable funding and innovating cultural programs to make heritage accessible, especially for young people and disadvantaged groups. It also stresses the need to enhance the visibility and utilization of cultural assets as part of a broader strategy for regional competitiveness.
The “Region-System” Plan underscores the immense historical and artistic heritage spread across Emilia-Romagna, including churches, castles, monuments, and historic city centers. It proposes leveraging this heritage through coordinated efforts in tourism, hospitality, and event organization, aiming to create a unified, recognizable identity for the region. Additionally, it highlights the need for integrated planning to ensure cultural heritage is preserved while being used as a resource for economic and social development.
