Synthèse du schéma territorial de développement culturel 2020-2024 – Guyane (Summary of the 2020-2024 territorial cultural development plan – French Guiana)

The proposed cultural policy adopts a dual approach: enhancing heritage knowledge and cultural practices while boosting local attractiveness through regional development. This strategy proposes a renewed and dynamic partnership involving the State, local public cooperation institutions (EPCI), municipalities, and cultural associations.

Guyane, with its rich history, youthful population, diverse cultural expressions, and unique identity, aims to position culture as a central pillar of its economic, social, and identity-building development. This plan serves as a management tool for implementing cultural policy and focuses on supporting artistic creation and dissemination, heritage knowledge and transmission, economic and digital uses, and infrastructure development.

This operational document is designed to be used by public and private stakeholders. It outlines four key orientations: 1) valorise culture as a vector of local identities, 2) position culture as lever of economic development, 3) develop culture within the frame of equity, 4) innovate and cooperate for a sustainable development. The four orientations are further detailed in seven strategic axes, and thirty priority projects aimed at enhancing territorial and social equity in Guyane.

Particular focus is put on the promotion of Guyane’s culture and identity, cultural and artistic education especially for youth, link culture and economic development promoting Cultural Industries and professionalisation in the field of arts, and creating a network of cultural professionals and actors.

The future of Guyane relies on a deeper self-understanding, enhanced intercultural dialogue, and the promotion of local cultural wealth both within and beyond its borders. Special emphasis will be placed on youth, facilitating their access to local cultural opportunities and digital resources for their growth.
