Real Decreto 691/2021, de 3 de agosto, subvenciones para actuaciones de rehabilitación energética en edificios existentes

The Energy Rehabilitation Programme for existing buildings in municipalities and towns with less than 5,000 inhabitants (PREE 5000) is a significant initiative aimed at enhancing energy efficiency and promoting renewable energy adoption in residential and non-residential buildings. This programme, a part of the National Strategy for the Demographic Challenge, seeks to address energy rehabilitation through a combination of efficiency improvements and renewable energy integration, aligning with broader sustainability objectives. The document in no particular way addresses the particularities of the buildings listed as cultural heritage sights and only points out that buildings with cultural use could be eligible, in compliance with the Law 38/1999.

As outlined in the Royal Decree governing the Programme, financial assistance will be provided for various actions, including those related to cultural use buildings. Eligible actions under the Programme must meet specific criteria, including enhancements to the thermal envelope’s energy efficiency, improvements to thermal installations for heating, cooling, and ventilation, and upgrades to lighting installations.

Crucially, the Programme qualifies for a “coefficient for the calculation of support for climate objectives” of 100% under the Recovery, Transformation, and Resilience Plan. This signifies a commitment to achieving significant reductions in non-renewable primary energy consumption, with a target of at least 30% on average. By providing subsidies for renovation work on existing buildings, the Programme aims to contribute to European Union legislation’s environmental and energy objectives, ultimately reducing final energy consumption and carbon dioxide emissions.

In essence, the Energy Rehabilitation Programme for smaller municipalities underscores the importance of sustainable development and environmental stewardship in the built environment. Through targeted investments and support mechanisms, the Programme seeks to drive positive change in energy efficiency practices while simultaneously addressing the unique challenges faced by smaller communities. By prioritizing energy rehabilitation in existing buildings, including those with cultural significance, the Programme aims to create a more resilient and sustainable built environment for future generations.

Full name (English): Royal Decree 691/2021, of 3 August, which regulates the subsidies to be granted for energy rehabilitation actions in existing buildings, in execution of the Energy Rehabilitation Programme for existing buildings in municipalities with demographic challenges (PREE 5000 Programme), included in the Regeneration and Demographic Challenge Programme of the Urban Rehabilitation and Regeneration Plan of the Recovery, Transformation and Resilience Plan, as well as its direct concession to the Autonomous Communities
