Acuerdo entre el Ministerio de Economía y Transformación Transformación Digital, el Ministerio de Cultura y Deporte y la Empresa Nacional de Innovación, S.M.E., SA (ENISA) – ENISA Audiovisual y Línea de Industrias Culturales y Creativas (Agreement between the Ministry of Economy and Digital Transformation, the Ministry of Culture and Sport and the Empresa Nacional de Innovación, S.M.E., SA (ENISA) – ENISA Audiovisual and Cultural and Creative Industries Line)

The Government’s objective, as outlined in this agreement, is to bolster the cultural and creative industries as drivers of the Spanish economy and agents of social and territorial cohesion, aligning with the European Commission’s policies. The New European Agenda for Culture 2019-2022 aims to harness the full potential of culture to foster innovation, creativity, employment, and growth. It prioritises supporting and strengthening cultural and creative industries, facilitating their transition to the digital market, ensuring their sustainability in the territory, and enhancing their competitiveness internationally.

To support this vision and stimulate growth within the audiovisual production companies and Spanish cultural and creative industries, a line of participative loans, backed by a budget of €7.5 million, has been established. These loans aim to incentivise the launch of business projects initiated by SMEs operating in the audiovisual sector and creative and cultural industries. The objective is to promote the development of new audiovisual products and services, as well as cultural and creative projects, thereby contributing to job creation in a strategically significant sector poised for growth in the coming years.

This initiative represents a concerted effort to invest in and nurture the burgeoning cultural and creative landscape in Spain. By providing financial support and fostering an environment conducive to innovation and entrepreneurship, the Government seeks to position the country’s cultural and creative industries for success in the digital age. The provision of participative loans underscores a commitment to empowering SMEs and fostering their growth and competitiveness, ultimately contributing to the broader economic and social objectives outlined in the European Agenda for Culture.

The strategic importance of the audiovisual sector is recognised within the Spain Digital Strategy 2025, as one of its main axes is to improve Spain’s attractiveness as a European platform for business, work and investment in the audiovisual sector. The actions of the Digital Spain Agenda 2025 are aimed at promoting more sustainable and inclusive growth, driven by the synergies of the digital and ecological transitions, reaching society as a whole and reconciling the new opportunities offered by the digital world with respect for constitutional values and the protection of individual and collective rights.
