Component C04 – Culture of the Recovery and Resilience Plan has a total budget of around 150 million euros and includes the “RE-C04-i02 – Cultural Heritage” investment, which is divided into three measures.
The investment measure “C04-i02-m03 – Implementation of the Saber Fazer Programme” (installation of the Saber Fazer Technological Centre and Saber Fazer Laboratories, with associated routes) provides funding, totalling around 2 million euros, for interventions to enhance and boost endogenous resources and traditional techniques, including the creation of a repository of information and documentation on national craft production, the creation and operation of “Saber Fazer” laboratories and routes, with the marketing of products, and the organisation of educational and informative activities on traditional techniques.
This Technical Guidance document outlines the implementation of the “Saber Fazer Program” under the “C04-i02 – Cultural Heritage” investment. It details obligations for the Final Beneficiary, including operation execution within set deadlines, document retention for three years, and compliance with public procurement rules. The document also emphasises data protection compliance, publicising support, and environmental impact mitigation. Funding methodology, suspension, reductions, and revocations criteria are specified. The Intermediate Beneficiary plays a role in debt notification. Overall, the document provides a comprehensive framework for executing and monitoring cultural heritage investments.
