Decreto-Lei n.º 78/2023, de 4 de setembro: Criação do Património Cultural, I. P.

This Decree-Law creates the Cultural Heritage, I. P., which succeeds in the attributions, rights, obligations and contractual position to the Directorate-General for Cultural Heritage (DGPC). Cultural Heritage, I. P., is an organism that is under oversight and guardianship of the governing area of culture and has jurisdiction throughout the national territory.

The institute’s core responsibilities include inventorying, classifying, conserving, restoring, and promoting cultural heritage assets. It plays a crucial role in managing interventions in classified properties and collaborating with regional development commissions to ensure the protection and valorisation of cultural heritage.

Financially, the institute sustains itself through various means such as ticket sales, service fees, and revenue generated from property rentals and publications. It aims to enhance the quality of services offered to align with national and international standards in the field of cultural heritage. The document stresses the irreplaceable and comprehensive responsibility of the State towards national heritage, necessitating coordination with diverse sectors, entities, and stakeholders.

Furthermore, specific heritage sites and properties are identified for transfer to municipalities to facilitate their preservation. The institute’s mission is deeply rooted in the principles outlined in the legislation governing the protection and valorization of cultural heritage. It operates within the framework of existing laws and regulations, ensuring compliance with established norms and conditions for its activities.

This Decree-Law contributes to the development of sustainable solutions for the conservation of cultural heritage and the adaptation to climate impacts and helps build a more cohesive society through the creation and support of new projects and research in the field of cultural heritage.
